The first thing your Parish would like to do is congratulate you on your decision. This time leading up to your wedding should be some of the most enjoyable and exciting days of your lives. Your Catholic Parish is here to help you and provide the framework that will ensure that your wedding is a great celebration and your married life starts off on a solid foundation.

To assist you we have listed some of the guidelines so that you can be prepared before you make your initial appointment with your Parish Priest.

The appropriate place to celebrate weddings is in the Church and all three of our Churches – St. William’s, St. Ursula’s and Mary Star of the Sea – offer you venues which are both beautiful and meaningful to your faith.

  • The Church requires at least six (6) months notice prior to the marriage celebration. This ensures that no one rushes into marriage and that time is given for adequate preparation.
  • Everyone must do some form of marriage preparation. Your Priest will outline the options available to you.
  • Apart from the civil requirements – Publication of Banns or Marriage license – there are also Church requirements that need to be completed. This may include applying for dispensations. Both parties will also have to obtain a recent copy of their birth and baptismal certificates.
  • If you are not a resident of the BVI and are coming from outside the Territory then you will need to complete all the Church paperwork and do the preparation in your home Diocese. Please review the “Guidelines for Couples Coming From Abroad.

The Church Ceremony itself is a statement by you of your faith. Once again the resources of your Parish Family are at your disposal. Our goal is to plan a marriage celebration that is unique and a reflection of both of you – a ceremony that captures the hope and excitement you have for your future. Drawing upon experience, we will help you ensure that your marriage ceremony is also dignified and appropriate.

One of the tragedies of weddings these days is that many couples are talked into wasting money on needless and quite often tacky items. Without taking shortcuts, we will do all in our ability to keep the cost minimal. Whatever assistance you choose for other aspects of your wedding day, there is no role in the wedding ceremony for so called “wedding coordinators”.

All the resources of your Catholic Parish are at your disposal to help you, as a family, to nurture your faith.

CIVIL REQUIREMENTS

Documentation Required

  • Passport, divorced, decree(s) if applicable.
  • Original copy of spouse's death certificate, if applicable.
  • Certified English translation of above.
  • Stamps purchased for Marriage Tax

Application Procedure

You may apply for your marriage license at the Attorney General’s office located in the Government Administration Complex at Wickham’s Cay I, Road Town, Tortola.

  • You must be in the British Virgin Islands for a minimum of 3 days prior to the wedding service and after having made application for your marriage license.
  • You will be required to Purchase $110.00 in postage stamps if you have been in the territory for less 15 days prior to the ceremony or $50.00 in stamps if you have been in the BVI for 15 days or more.
  • You will require passports as proof of identity and to establish your date of arrival in the BVI.
  • If you were previously married, you will be required to bring a certified copy or original documentation or your divorce (absolute decree) of death certificate of a deceased spouse.
  • Two witnesses will be required to oversee the signing of your marriage license application and two (different) witnesses are required to be present during the ceremony. (You may select persons from the BVI to serve as witnesses for either or both occasions.)
  • You will need to arrange to collect from the Road Town Parish Office a letter from the Parish Priest addressed to the Attorney General confirming that the wedding will be celebrated in the Church and the laws of the Church have been adhered to in order for the ceremony to be valid. You should arrange to collect this letter as soon as you enter the Territory so that there is no delay in the issuing of your Marriage License.

GUIDELINES FOR MARRIAGE OF COUPLES COMING FROM ABROAD

1) A Baptismal certificate issued within SIX MONTHS of the date of the wedding is required for each of the two parties. If one of the parties is not baptized, then a dispensation from “DISPARITY OF CULT” is needed.

2) A Baptismal certificate older then six months should be returned to the Parish of Baptism for an endorsement. A recently issued Baptismal certificate or one that has been recently endorsed is proof of “freedom to marry” in the Catholic Church.

3) Pre-nuptial enquiry forms are to be filled out by the proper Pastor of either the bride or the groom.

4) Any necessary dispensations are to be granted by the Ordinary of the place, where the two parties to the marriage usually reside.

5) A written statement from the priest preparing the couple for marriage is to be submitted, to the effect that both of them have received “instructions” on the nature, the duties and the obligations of marriage, e.g. the Engaged Couples' Encounter.

6) LITTERAE TESTIMONIALES of the Ordinary of the place where the couple reside is necessary. By this official document the Bishop in question certifies that he is satisfied that the proper procedure has been followed according to Church law and that he has No objection to the marriage taking place outside his jurisdiction.

7) All these documents are then to be forwarded to the Bishop of Saint John’s Basseterre or the Judicial Vicar for his NIHIL OBSTAT. Having seen all the marriage documents pertinent to the marriage and being satisfied that everything is in order, the Bishop of Saint John’s, Basseterre gives his written permission for the wedding to take place within the Diocese.

8) The wedding for which permission is given MUST, in normal circumstances, to preserve the FORM of the marriage, be celebrated before a priest and TWO witnesses and in a Catholic Church that is registered for marriages. Because the place of the wedding is a Church, we ask that proper respect and decorum be insisted upon. The couple should be warned about extravagance of dress for the wedding; lavish decorations should be discouraged and photo-cameras and video cameras should be restricted in order not to take away from the religious atmosphere of the ceremony.

9) The civil requirements for marriage according to the law of the land must be observed!

10) The marriage must be REGISTERED with the civil registrar of marriages.

11) The marriage must be noted in the parochial marriage register.

12) Notification that the marriage has taken place MUST be forwarded to the parish where the bride and the groom were baptized for inclusion in the baptismal registers.

13) All documents pertaining to the marriage in question must first be sent to the couple’s local Bishop who, in turn, will then forward them to:
